What are the penalties for operating without coverage in Virginia?
Virginia Code § 46.2-707 makes it a Class 3 misdemeanor for an owner to operate or permit operation of an uninsured motor vehicle that is licensed, subject to registration, or displaying certain temporary plates in the Commonwealth. An operator who is not the titled owner and who knows the vehicle is uninsured can also commit a Class 3 misdemeanor under that section.

§ 46.2-472 — liability limits rose to 50/100/25 on January 1, 2025
Virginia Code § 46.2-472 sets the owner's-policy liability floor by effective date. Policies effective on or after January 1, 2025 must meet $50,000/$100,000/$25,000. Policies effective on or after January 1, 2022 but before January 1, 2025 used $30,000/$60,000/$20,000. A classic car registered for road use still needs an owner's policy that meets the floor that applies to its policy effective date.
§ 46.2-100 and § 46.2-730 — antique definition, plates, and limited use
Virginia Code § 46.2-100 defines an antique motor vehicle as a motor vehicle manufactured or designated as a model year not less than 25 years prior to January 1 of the current calendar year and owned solely as a collector's item. § 46.2-730 authorizes antique license plates after the applicant shows ownership or regular use of another passenger car, autocycle, or motorcycle, with a one-time $50 registration-card and plate fee for plates issued under subsections A and B.
Under § 46.2-730(D), antique-plated vehicles generally may not be used for general transportation (including daily commuting) and are limited to club activities, exhibits, tours, parades, testing, selling, repairs, travel to those events, and occasional pleasure driving not exceeding 250 miles from the owner's residence, plus specified passenger and personal-effects uses. The registration card must indicate limited use. Subsection F describes conditions under which certain antique plates may be used for general transportation if additional registration and inspection requirements are met. A Class 4 misdemeanor and five-year revocation of antique-plate privileges can follow conviction for violating § 46.2-730.
§ 46.2-706 — insurance verification at registration
Virginia Code § 46.2-706 ties motor vehicle registration to proof that the vehicle is insured (or self-insured). DMV may verify coverage against insurer-reported liability data and may require the owner to verify insurance when no record appears. That verification duty applies to registered classic and antique vehicles the same way it applies to other registered motor vehicles — antique plates do not appear in § 46.2-706 as an insurance exemption.
